OCEAN is an acronym for Overcoming Corruption Encouraging All Nations.
OCEAN was developed by 2 men civilly committed for sexual issues within the Minnesota Sex Offender
Program (MSOP). They wish they had received help before they hurt others but weren’t able to. They wish
they had made better choices, but they didn't.
Now their mission is to prevent and eradicate sexual violence, using the proven science of neuroplasticity
and the timeless power of God's Word.
Brain plasticity, also known as neuroplasticity, is a term that refers to the brain's ability to change and adapt as a result of experience.

Ocean Operatives have found themselves transforming from "offenders" into Defenders.' We defend The 1st Amendment Right to Free Speech and Free Press “because free expression is essential for healing. We also defend the primary pillar of our American justice system — The Presumption of Innocence'” because without it, free expression would not be without consequences.
We encourage those harmed by others to exercise their 1st Amendment right to share their story —especially to those who need to hear it — so that others can cultivate empathy and never forget that we all impact each other. However, when sharing our experiences, we must not ignore the right to the Presumption of Innocence, which protects Americans from the deprivation of liberty seized by the government.
Honoring these principles will inevitably destroy preventative detention.
